Name of Organization
The Alliance of Youth Leaders in the United States (abbreviation: AYLUS).
Organization Motto
Leadership, Integrity, Innovation.
Organization’s Mission and Purpose
The purpose of AYLUS is to help students promote, learn, and practice creativity and leadership development by planning and executing voluntary activities that benefit the community and exercise the social activity capabilities of alliance members. This will encourage members to smoothly integrate into mainstream American society in the future.
Membership and Dues
The Alliance of Youth Leaders in the United States (AYLUS) is free and open to all willing students across the United States.
Organizational Structure
The Alliance of Youth Leaders in the United States (AYLUS) is formed with a national headquarters and local branches.
Leadership Structure
A few General Counsels at the headquarters; members of the Advisory Group.
One or two presidents; one to three vice presidents; one secretary; one to three chief philanthropy officers; several team members, and several project committee chairpersons.
Each branch can have one or two presidents; one to three vice presidents; one secretary; one to three chief philanthropy officers; several team members, and several project committee chairpersons.
Each branch must have at least one advisor. AYLUS encourages each branch to establish its own advisory group to expand the activities and diversity of the branch.
Leadership Generation
The General Counsels at the headquarters is appointed by the AYLF Board of Directors; the Advisory Group is composed of AYLF directors and advisors of each branch.
Headquarters student leaders (president, vice president, secretary, chief philanthropy officer, and team members) are elected by the Advisory Group in July every year; the AYLF Board of Directors collegiately, elects and appoints each position.
Each term of office is one year; the outgoing president cannot continue to run for election or be re-elected; the outgoing vice president, secretary, and chief philanthropy officer can continue to run for election or be re-elected.

The chairman of each committee at the headquarters shall submit an AYLUS Leadership Application form and the AYLF Board of Directors shall review and approve the appointment. The chairpersons of various headquarters committees may be reappointed.
Branch leaders will be appointed in March or April every year, so that the newly appointed branch leaders will have time to prepare and run for national leadership.
Each branch determines its own way to appoint leaders. AYLUS encourages branches to work towards elections.
New Branch Requirements
AYLUS welcomes and encourages high school students to form local branches. The area of the branch is based on the residential area of the high school students. Only one branch will be approved within the confines of the same high school.
In addition, to establish a new branch, the applicants need to do the following:
- Submit “New_Branch_Application Form” and attach recent photos of all founders.
- Have three or more high school students as co-founders and serving as branch leaders.
- Have one or more branch advisors over the age of 25.
Uniform and Requirements
AYLUS requires student leaders and branch advisors to wear AYLUS uniforms to participate in the activities organized by AYLUS. There is a three-month grace period for newly formed branches.
AYLUS encourages but does not require general members to wear AYLUS uniforms to participate in activities organized by AYLUS.
Each branch must mark the unit price of the uniform, which is voluntarily purchased by members, and charge according to the marked price.
Volunteer Hours
All volunteering activities organized by AYLUS headquarters or branches will be recognized by AYLUS and recorded by branch advisor(s). Branch advisor(s) can download the registration form.
AYLUS accepts members’ volunteering time at other organizations. For specific declaration details, please refer to “AYLUS PVSA Application Guide.”
AYLUS does not accept volunteer hours issued by organizations listed in the AYLUS Black List. For the specific Black List names, please inquire with the AYLF Board of Directors.
Donation Policy
AYLUS welcomes donations from members, advisors, and the public; we appreciate your support. However, donations must be made on a voluntary basis. Branches are not allowed to ask members to donate money involuntarily and are strictly prohibited from using donations as a condition for registering for new members, registering volunteering hours or for members’ eligibility to apply for the President’s Volunteer Service Award (PVSA).
President’s Volunteer Service Award
AYLUS applies for the President’s Volunteer Service Award (PVSA) for members who meet the criteria. The cost of purchasing prizes shall be paid for by the headquarters if the headquarters can afford it; if the headquarters cannot afford it, each branch shall settle the cost by itself.

Branch of the Month
Every month, the AYLF Board of Directors announces and commends the Branch of the Month based on the number and influence of activities held by each branch.
Multiple-Branch Activities
AYLUS encourages branches to initiate cross-branch activities as well as national activities. In order to ensure the quality of national activities, the Board of Directors requires the branch that initiates the activity to submit an activity poster for approval before distributing it to the Advisory Group.
AYLUS Hall of Fame
In order to thank and commemorate the directors and branch advisors who have made outstanding contributions to AYLUS, AYLUS has established the HALL OF FAME. For the specific nomination and review mechanism, see “AYLUS Hall of Fame Guide.”
Supervision Mechanism
AYLUS welcomes members, advisors and community members to supervise and set up a mechanism for complaints. To report AYLUS members, consultants and directors who have violated the laws and regulations, please email ayluscheck@gmail.com to file a complaint. The council will promptly investigate and deal with violations of laws and regulations.
Amendment
Any amendment to this charter may be adopted with the approval of two-thirds (2/3) of the AYLF Board of Directors.
Multiple Languages
As needed, this charter is published in different languages. If there is any dispute over the content or interpretation of different language versions, the interpretation of the Chinese version (below) by the AYLF Board of Directors shall prevail.
Effective Date
This charter was approved by the AYLF Board of Directors on May 26, 2024 and takes effect immediately.

领导产生方式
总部总顾问由AYLF 理事会任命;顾问团由AYLF理事和各分部顾问组成。
总部学生领导团队(会长,副会长,书记长,首席慈善官,团队成员):每年7月由顾问团选举;AYLF 理事会对每个职务合议、选举并任命。每届任期1年;卸任会长不能继续参选或连任总部领导;卸任副会长,书记长,首席慈善官和团队成员可以继续参选或连任总部领导。
总部各委员会主席由申请人提交申请,AYLF 理事会审核批准任命。总部各委员会主席可以连任。
分部学生领导由各分部每年3-4月产生,方便新产生的分部领导有时间准备和竞选总部领导职位。产生方式由各分部自主决定。AYLUS 鼓励各分部向选举的方向努力。

新分部审核标准
AYLUS 欢迎和鼓励各地高中学生成立新分部。分部的区域以所在高中学生居住区域为准。
在同一所高中范围内只批准一个分部。不同区域的申请在满足下述申请条件下,一律批准:
- 发起人提交《New_Branch_Application Form》并附上发起人近照
- 有三名或以上的高中学生担任共同发起人或分部领导
- 有一位或多位25岁以上的成年人担任分部顾问
会服和要求
AYLUS要求学生领导,分部顾问带头穿会服参加AYLUS组织的活动。新成立的分部有三个月的宽限期。
AYLUS 鼓励但不要求普通会员穿会服参加AYLUS组织的活动。
各分部要标明会服单价,按标价收费,由会员自愿选购。
义工时间
凡是参加AYLUS总部或分部组织的义工活动时间,AYLUS予以承认并由分部顾问认证记载。登记表格下载。
AYLUS 接受会员在其它机构参加义工活动时间。具体申报方法见《AYLUS 申请总统义工奖PVSA 说明》。
AYLUS 不接受被AYLUS 列入Black List的机构开具的义工时间。具体Black List名单,请向理事会查询。
捐款条例
AYLUS 欢迎会员、顾问和社会人士的捐款,感谢大家的支持。但是捐款必须是在自愿的基础上进行。各分部不可以要求会员在不自愿的情况下捐款,不可以捐款做为成为新会员或为会员登记义工时间以及颁发义工奖的条件。
总统义工奖
AYLUS 为满足总统义工奖(PVSA)条件的会员申请总统义工奖。购买奖品的费用在总部有能力承担的情况下由总部支付;如果总部没有能力承担则由各分部自行解决。

月度先进分部
每月AYLF 理事会根据各分部举办的活动数量和影响力,公告和表彰月度先进分部。
跨分部活动
AYLUS 鼓励分部发起跨分部活动以及全国性活动。为了保证全国性活动的质量,总部要求发起活动的分部先把活动文宣送到理事会,得到理事会核准后再发放到顾问群。
AYLUS名人堂
为了鸣谢和纪念曾经对AYLUS 有杰出贡献的理事和分部顾问,AYLUS 设立HALL OF FAME 荣誉机制。具体提名机制和审核方法见《AYLUS 名人堂说明》。
监督机制
AYLUS 欢迎会员、顾问和社会人士监督。设有投诉和监督机制。对于AYLUS 会员、顾问和理事有违规违法的现象,欢迎电邮ayluscheck@gmail.com 进行投诉。对于违法违规现象,理事会会及时调查处理。
修改条例
AYLUS章程条例的修改,须要经过AYLF 理事会三分之二理事表决通过。
不同语言版本
根据需要,本章程以不同语言版本公布,如果对不同语言版本的内容或解释出现争议,以AYLF理事会对中文版的解释为准。
实施日期
本章程于2024年5月26日经AYLF理事会表决通过并立即生效。
